I went with a QR mount on my Aimpoint Micro, that way it's nice and open with no clutter. That way, if something ever did manage to happen, I can get it off really quick (I got the ADM low mount). However you might get away with something like a Scalarworks mount depending on which optic.
A tube optic like an Aimpoint Micro would be the lowest mount you could get IMHO.

The other option, which is a lot of work, is to get a shorter (in height) pic rail, I did this with my little Benelli Supernova (I had to make the rail, cut it shorter, which isn't exactly easy even if you know what you're doing), and managed to get a Bushnell TRS-25 to co-witness. (The TRS-25 has an integral mount, so it mounts about 2mm or so lower than something like an Aimpoint Micro or clones)
