That is true except it also allows you to purchase ammo. Been there done that on producing the permit. I have spoken the the agent in charge in Albany NY.

No ID required generally unless you look particularly young.
Lots of us out here in Vancouver compete in Washington. Never a problem buying ammo, and we leave our regular capacity mags with a fellow competitor who lives there.
The agent in charge was BATFE not Border Services.
