A $200 item hardly seems worth an irreparably damaged feedback as a "scammer".....seller was not too wise in this move.
At this point I don't think he has much to rebut. I spoke to the sellers mother and he used her house as a return address. He hung his own mother out to dry all for a measly $200.00.
Call the Cops - you paid money for X, but he knowingly sold you Y. Just as serious as if you bought a BMV, and received a Fiat. Once the police report is lodged, take him to small claims court, then have the CGN admins fix his account.
You were deliberately screwed over - consider yourself lucky you got a box in the mail at all. Go get him.
I would talk to his mother again and have her hold his allowance till your fully reimbursed and have him grounded after he comes back from school
