Does this meet blaze orange requirement?

I recommend a nice quiet one.

$25 or $30 is not too much to pay for a nicer vest

I only have 2 local LGS and both are out of stock for the medium- level vests. It was either the cheap primos one or the 70 dollar primos one.

Guess I am a bit late to be doing my shopping. Ill pop into CT over the weekend and see what they have

In Ontario, here is the direct quote from the Fish and Wildlife Conservation Act:

The garment referred to in subsection (1) must be solid and not open mesh clothing with a minimum total area of not less than 400 square inches above the waist and visible from all sides. O. Reg. 665/98, s. 26 (2).

So as long as it has a minimal total area of no less than 400 square inches above the waist and is visible for all sides you are good to gp.

There is a black elastic on each side holding the front and back. Though it is a bit loose so i may have to stitch it up a little to make it wrap around my body better

With the black band under the arms this would not be legal in Ontario. IE... if you were to climb a stand, once your arm is up there wouldn't be any orange visible is what a CO would argue. Ticket handed out. Sure you could plead not guilty, drive another 5 or more hours for your day in court plus accommodations, and maybe win but is it worth it? For the cost of the ticket you would be better off buying a good vest to start with. We were stopped for the same issue a few years back, fortunately the CO let us off with a warning and a promise it wouldn't be used again. We had a downpour in the morning and were soaked so for the evening it was the only vest we had left at camp.
One other question we hear a lot is does your helmet have to be Orange while on your 4 Wheeler. Answer; yes and no depending on how you answer the CO on what your doing. If you say your out looking for sign, moose or birds while Orange is required, then you are actively hunting so you need an orange head covering. If you say you are on your way to your stand or watch then no Orange needed. I bought an Orange helmet at Royal Distributing for under 50 bucks so I wouldn't have any issues.
These examples are just my experiences. I don't want have to any issues while up north so I try not to give them any.

I havent measured it yet, but it the requirement says "it must be visible from all sides", does that mean it cannot have have a band at the side? I mean when i turn to the side, i can see the orange on my chest and back

You need to have orange visible on the sides as well. Keep in mind, the requirement is 400 square inches and it must always be visible from all sides. So, if you have none on the sides and are stopped, you could be fined, or warned if lucky.
