Electric Tape Wrapped around a Barrel?

In the past when hunting in wet weather we have put electric tape or balloons over the muzzle of rifles and muzzleloaders so to keep water out of the barrel, it does an effective job and blows off when the rifle is fired.

I now see pictures of rifles on the Internet and those used on hunting shows with a wrap of what looks like electrical tape at the mid-point of the barrel just forward of the stock, can someone on the forum tell me the purpose of this tape? Does it have something to do with dampening the vibrations of the barrel (Sims made a rubber stabilizer for this I think) or is it just a handy place to store tape to put on the muzzle when it rains?

I like to have my front sight base back a 1/2 inch from the muzzle so that it's easier to tape her shut.

Here's a bit of trivia: in the early days of the M16 in Vietnam, the fear developed that the narrower than .30 calibre barrels would cause water to be trapped inside, due to surface tension. Troops draped condoms over the muzzles of their rifles to prevent this, but the theory seems to have been proved wrong.

Rubber doesn't hold up to leather scabbards on horseback.
Tape is to keep the #### out of your barrel that accumulates at the bottom of the scabbard.

I watched a piece on the M16 and Vets they interviewed said they did it because the rifles were failing in battle as a result of sand, water and dirt getting in the action by way of the muzzle. The opposing AK did was not nearly as susceptible, causing the soldiers to use condoms to cover the muzzles.

at the end of my army time with had condoms in our pack, never thought for barrel use despite what the manual said, we were cleaning the barrel every night and had already some electric tape ...
