Entry level 223 Precision rifle

Check out the remington 783. You can put it in an MDT lss or oryx chassis and run aics mags. 16.5" HB version comes with an oversized thread on bolt knob and a rail. The ride and chassis will stay in the $1200 range, possibly much less if you can find a used deal.

Otherwise I'd look at one of the rem 700 models in an HS stock. You can find any parts and accessories you want for the 700. Lots of stuff available for others to but you can get anything for the 700 footprint. The HS precision stocks are very nice if you can live with an internal mag, or if you don't mind blasting it with the dremel you could add a magpul DBM kit for about $100 more (ask me how I know)

Tikka would be my pick if I wanted to spend a little more on something classy.
 
Pretty sure none of MDT's chassis use AR-15 magazines....

Having long wanted a precision .223 bolt gun that uses AR mags, and finally done a lot of research on it lately, turns out the problem is that the geometry of the AR 15 magazine itself does not lend itself very well to the vast majority of bolt designs.

The Mossberg and the Rugers which use AR Mags both have unconventional features built into them to facilitate use of these magazines.

The issue with the stock options isn't that they can't use the mag, but that the action can't.

It would almost make more sense to build an AR with a match grade barrel and then block off the gas so that you have to #### it after each shot. The UK AR market actually has some special goofy looking BCG designs that include cocking handles for this purpose. Unfortunately they would still be restricted in Canada.
 
Has anyone mentioned the CZ-527 Varmint? I has a 25" 1:9" twist medium/heavy barrel. Mine is a sub 1/2moa capable rifle that shoots 69gr & 77gr SMK's out to 600m. And I guess if one wanted to "upgrade" that beautiful walnut stock, one could choose a B&C or similar stock.

I just picked up the same gun a few days ago...really impressed with the gun so far.

Took it straight from their local gun store to my sisters gopher patch (in Alberta) while on a visit, using the cheapest 223, 55gr fmj ammo the store had was no problem on gophers out to 250 yards roughly.

Shot close to 80 rounds with no cleaning and no break-in...cleaned the barrel yesterday for the first time and very little copper fouling...:)

The new Maple Ridge receiver looks to fit this very niche, with care to land on the NR side of local law. I'm intending to go the precision route with one and see what it (and I!) can do.
 
My "precision" .223 is a Mossberg MVP patrol. Some have issues with feeding but mine has never blipped. Price is right and the dozens of magazines laying around from my now prohibited CQB arsenal have newly found purpose.
