Does the extractor move freely with some effort? And when you cycle it manually do you see of the back end of the casing seat properly into the bolt face?

Sorry for the late reply. The extractor did move with some effort, not sloppy or anything though. Manually cycling it, it appeared that the casing was seating fully.
I gave up with fiddling with it, and ordered an LMT Enhanced Bolt Assembly from Questar. I haven't had a chance to get out to the range, and am back to work now, but before I left I tried multiple manual cycles, and never experienced one FTE from the dominion ammo that I saw with the PSA version. Tried MFS, and Surplus as well, same result, so I seem good to go now! I'll follow up when I get home and can run a few mags through it.

Is it possible she just won't cycle the Norinco stuff due to tolerances? = Yes
Find a fired case that ejected correctly
Disassemble Rifle With the bolt (BCG) in one hand / and the good fired case in the other try to Slip the rim under the ejector and twist so the fired case is inline with the bolt
It should catch under ejector and you should be able to hold in there with hand pressure (Against spring pressure of ejector)
Try it with a fired case that did not extract ---- > it probably fails the above test
Check rim thickness against case dimensions rim=0.047 app
7.62 AR's are notorious for being under gassed. As already stated, is the gas block correctly aligned and more important is the gas port the correct size? Since you purchased the unit already assembled.........it ........should be sized and aligned properly. Just a thought.
As mentioned previously, shouldn't be a gas issue as the same issue is seen through manual cycling, taking the gas and buffer system out of the equation.
With the LMT Enhanced Bolt Assembly, it seems flawless through manual cycling. As soon as I get to the range I'll post up, maybe even a video

I had the exact same problem with my Norinco 10.5". Tried every combination of everything I could think of with no avail.
Ended up deciding to completely rebuild the bolt to rule anything there out but couldn't get parts right away so I changed the only spare part I had, the extractor. Swapped it out for a new one and it's running like a champ now.
Didn't make a ton of sense to me, but at least it's working now

ok, not to insinuate anything, but I saw this with another guys x39 AR.
Is the bolt in the bolt carrier the correct way?
I forget the maker but his bolt was able to be twisted "backwards/upside down" and the cam pin actually fit with the bolt being backwards. So his extractor was in the bottom corner and the ejector was in the top corner. He was having a hell of a time with FTE's and had figured the extractor was broken/fubar when I asked to look at it and saw it backwards.

Good news! Finally got to the range this morning (beautiful morning out there!) to try out the little 7" 7.62x39 upper.
With the LMT Enhanced 7.62 Bolt Assembly, ran 90 rounds through her, and only one fail to feed - looked as though the mag wasn't fully in and she brought up. Other than that, she done excellent. No trouble for quick follow up shots. Gives a lot more sway than my Spikes 10.5 with the TTO Brake though. Not sure what's offered for brakes in 7.62, I'd certainly like to look into it. A slim red dot like a Holosun would be a great addition as well, however I did like using the#irons! Definitely want a straighter K2 grip rather than the stock A2.
Mounted on my SFRC Lower, only other things are an MFT Minimalist stock. Running a Carbine Spring and Spikes T2 Buffer.

Glad you got it going, but its hard to believe you had so many problems, as I got the same upper from IRG. Slapped it on my DD MK18 lower with a Geissele SSA-E trigger, standard H2 spring and buffer, American Eagle brass ammo, ASC 10 rnd pistol mags. And shot flawlessly for a couple hundred rounds so far.....
I was very impressed with the purchase after shooting it, would be kicking myself if I was in your situation having to try to make it run

Question about your BUIS are those Samson?
I can't recall. I bought them used, and have them listed on my spreadsheet as HK Sights.
