They can own a Fal but yet I cannot

Um...they are NOT "allowed" to own that FAL, they are fighting their govt, likely in contravention of Libyan laws. Do you think they'll be allowed to keep their FAL's after the civil war is over??? C'mon.
Gaddafi has distributed most if not all of the small arms to "loyal citizens" in anticipation of US ground forces invading in support of the "rebellion" (which was announced last week by Obama). Since his ethnic/tribal group also happens to be the overwhelming majority of Libyans, essentially he has armed the majority of the citizens of his country with what appears to be the bulk if not all of the small arms war stocks.
The Rebels are representative of a relatively small ethnic group within the country and they have raided their local armories as well as taken weapons from NATO allies.
My guess is that you would see some of everything in the field there.

Libya adopted the FAL, however, when Gaddafi took over they were stored and replaced by AKs.
