I've owned both. I didn't care much for the 4-14x44 to be honest. The FOV seemed pretty small (never did look at the specs), and the turret clicks are a bit soft for my liking.
I much prefer the turrets on the PST line, as they are MUCH tighter and the clicks are nice and 'tactile'. A quasi-zero-stop on the PST is nice as well.
Another downside for the Falcon (for me) was that the magnification ring was TIGHT. And quite slippery. Makes for a bad combo. I tried changing the magnification 100s of times, but it loosened only slightly. Even tried to warm it with a hairdryer... that made it easier a bit, but still too tight for my liking. My 4.5-18x56 is better than the 4-14 was, but still not great.
Falcon scope is a beast. It's heavy and feels massive. The Vortex is lighter weight for sure.
If I were you, I'd actually save my pennies and go with.... Sightron.

Seriously though, if I had to swap my PST right now, I'd buy a comparable Sightron. The nicer ones are a BIT out of your price range, but I've become a bit of a glass snob over the past few years.
