Well at least you gave us all the necessary infos to make a suggestion, most just say they want a Non-restricted AR.
Here is a list of some of the guns you may be interested in.
Tavor
ACR 18.5" conversion
XCR-L
FS2000 18.5" conversion
T97NSR (I recomend putting on or buying one with a FTU and LHG when availible)
Ar-180B
HK SL8
MR1
Su-16
These are the ones that fit your criteria that I can think of off the top of my head, but there may be some I am forgetting about. The ones I have listed are top to bottem, most interesting to least.
The Tavor is a great NR black rifle because of its compact size, the ergonomics are amazing, and all of the weight is in the rear making it VERY easy to shoulder and keep shouldered. This makes for a very handy truck gun, 3 gun rifle, or blasting pop cans and hitting gongs gun. While commonly suggested that the Tavor is really inaccurate, (some say 4-6moa) others such as mikethebike did a very comprehensive accuracy report and found that certain factory ammo will bring out 1.75moa. The trigger is the only real downside. About 10lb stock. $400 will get you a cream of the crop 3.5-4.5lb timney though.
The ACR. While others like cr5 will be along shortly to tell you it has NO drawbacks, I will tell you this, I found it VERY front heavy, likely due to the barrel change system. Dont expect to hold off hand waiting for a gopher to poke his head out. If you go this route you may have to buy a restricted one and rebarrel it for about $550 to get the NR status if you dont buy used off the ee. Do expect 1.5moa with handloads.
The XCR. If you choose this route, I strongly recommend the new keymod generation. I fondled one at the calgary show and could not believe how light and sleak it was. Old generations were big, bulky, and front heavy as well. The ACR really needs to follow this gun on the weight issue and go keymod.
The FS2000. It will need rebarreling but you will have one amazing-little futureistic-lazer-beam-shooting-storm-trooper-star-wars-rifle. Belgian Engineering, need I say more?
The T97NSR. Only get one if you intend to have the T97.ca FTU put on and the LHG once available. Handy rifle, but crappy ergonomics. The price is right for what you get.
AR-180B. Not to familiar with this rifle. Has a polymer lower that tends to crack, also is quite expensive and rare.
HK SL8. Made to be a bench rifle. HEAVY!
MR1. Good if you want a black rifle that really doesn't really feel black, but tries to be. Kinda lime that one white kid you knew who always tried to act "hood" but grew up in a wealthy suburb. It just feels fake.
Su-16. CRAP.
Hope this helps, but this is just my opinion, make your own choice what works for you!
