First semi under 1000$ ?

I'd recommend a CZ858, get a lightly used one. Fun, reliable, accurate, badass, NR.
7.62x39 is half the price of .308, as much as I love M305's.
 
Ignore all other posts and listen here. Your best bet is a vz58 in x39. It will serve you well and be very fun for $800. If you want try the very fun m305 7.62 $500 or spend more on new and chinese made t97 bullpup .223 $1000. Enjoy!
 
Wow, you compete in 3 gun with 9mm? Isn't the drop-off a severe disadvantage?

We only have a 200m range, and in practice 150m is about as long as 3gun targets are set so it's not too bad. I use a scope with a BDC so I can figure the hold over at each stage reasonably well. We're more relaxed out here. We often have guys use their SKSs and reload with stripper clips.

If I was going to shoot in places like the Hat where the targets are at 200m+ I'd fire one at each to avoid the penalty for failure to engage, take the miss and just keep going just like the guys who run there in rimfire class. I'm there for the fun aspect, I'm not expecting to win anyway.

The big disadvantage comes in the manual of arms (no bolt hold open). It's just plain not as fast to reload as an AR is. I've used it in CQB too, the lack of bolt hold open really punishes you there.
 
After reading a few reviews on the JRC I have to admit that I am a bit disapointed...no mag release on the right, bolt doesn't hold open when the mags are empty and it's a bit long to field strip. It could have been such an awesome gun, but these details are turn off for me. The CX4 looks more satisfying.
 
The type 97 blows the cz out of the water every time. And it can be westernized with a flat top rail. Drink the chinese koolaid, trust me its great

If by blows the cz out of the water you mean have serious mag compatibility issues, feeding, firing issues, along with a retarded bore offset, inability to transition to off shoulder, having the least intuitive ergonomics known to man. Yes then the norc definitely wins at that. And keep in mind by the time you make one of those optics ready you are past the 1k mark. Just saying.
 
I dont believe the T97 blows the CZ out of the water by any means. I think its a cool rifle, but you cant make that statement.

The CZ is a proven rifle and very reliable. The T97 has some issues but some may be blown out of proportion. Time will tell on that.

With regards to best NR guns under $1000? So many people say the T97 is overpriced. IMO, the most severely overpriced gun for what you get is the SU16. $800 for what? A piece of plastic that many people have had crack on them? Cool gun but not durable.

CZ 858, T97, and M14 are probably your coolest options.
