^^^ The regs still say you need a small game licence, even if the birds are bought by (you) and released on "private land" (outside of a game farm). Additionally, the "bag limits" still apply on a game farm (business) or private location with released birds.
An 11 year old can't get a licence.
An 11 year old can't get a hunter apprentice card.
I would call the MNRF to confirm, but there is no allowance in the regs for someone under 12 to "hunt" under any circumstance "legally" whether it's on public, private or (business) land "in Ontario".
