I like the beofeng uv-5r,
Much better than any frs/gmrs radios off the shelf. Plus it can tune in radio stations as well.
The only thing you have to be careful of is that you must program the frequencies, and avoid using ones outside the frs/gmrs range.
However, if you want you can listen to a wide range of channels.

Do a little reading on the legalese regarding frequencies and their use. But then again, if you ever need your radio in an emergency, to hell with legal frequencies or transmitting power.
Did the same, only I went with the UV-82.
That is accounted for in the legislation. In an emergency you can transmit on what ever freq and what ever power you have available.
