Goona be tough - Finding youth model.

I use a regular blade, whatever is in the saw. A finer 80T blade might be better but for wood stocks just put on a couple of wraps of masking tape and for synthetic always remember to put the blade on backwards like for cutting house siding.

The older dbm rem mountain rifles have everything you need minus the sights, most smiths have rem sights laying around they'd probably give you and just charge labour, or williams fire sights are a nice option.
This is what I was going to suggest. I'd pass on the sights.

reread the export policy...100$ EXCEPT Canada 500$ I just ordered (and received) a short purple lam stock to put a 243 together for my daughter, was no issue with over 100$ stock. Now having a purple rifle in my cabinet on the other hand....lol

Ellwood Epps has a couple of Ruger Compacts in 7mm-08 that are awesome, except they don't have detachable mags nor open sights.

I have been looking at a Ruger American Compact and thought I read that they have a detachable 4 round plastic magazine? I think it was on the "I Run Guns" web site?? Damn that is disappointing......

The two things i don't like about my Ruger 77 is top load mag and slick barrel, other than that it is an okay rifle.

Won't be getting those into Canada , over the $100.00 limit unfortunately.

As pointed out the limit is now $500. The LOP can be adjusted as a custom option for $25. I wish I had known that when buying my wife a youth model. I would have bought a different rifle and simply put a custom Boyds stock on it. You can simply buy the action/chambering you want and make it fit.
 
I think this will be the easiest route to go.Will never get the options I want and a fancy walnut stock too boot.

Much easier to build around the action.
