All of these are good suggestions but I don't understand why you want to buy a handgun without being able to consistently hit what you are aiming at.

Your original question also suggests that you are looking for something for casual plinking. A decent used 22 is inexpensive, most are more accurate than even skilled shooters and ammo is available everywhere. $800 can get you a good used pistol (Ruger, Buckmark, High Standard etc) and over 3000 rds of ammo. That was with a 5 min search of Canadian retailers. Two of my six pistols are 22s and I couldn't imagine being without either one.
Practice, get some good training/coaching and enjoy hitting what you are actually aiming at. I firmly believe that every handgun (or rifle) collection needs at least one rimfire to build and maintain your skills and to mentor new shooters.
Get a 22 and you will never regret it.
