I had the same question and I asked member "10x" he pm'd me this and said I could post it here.
"The tech sight is mounted by replacing the rear action cover retaining pin with a bolt that holds the sight on. If you want to take down the action you have to loosen two of the set screws to loosen the sight and then remove the through bolt that holds the sight and rear action cover on. This then allows you to remove the bolt body to clean it. If you only loosen the top two or bottom two set screws then tighten them on reassembly then the gun should be pretty close to being sighted to where it was sighted when before you took it apart. It is a bit of a chinsy mounting system but it seems to work."
So you have to disassemble the sight for full stripping but there may be ways around that. Thanks to 10x for the explanation.
