Help! Cleaning rod got stuck

The military tends toward overcleaning and as a result wear is also accelerated. I don't even think about cleaning a rimfire unless I've got a minimum of 1000 rounds down the bore. There is something more to this whole issue of heavy leading - rough bore, bad lot of ammo - I've shot a LOT of .22 in my day, my boys usually go through 500-1000 rds on a Sunday afternoon a couple times a month as well as whatever they throw downrange for biathlon practice and there has to be an underlying reason for this episode.
