How to go about an M-16A1 (not auto) build?

Back in the good ol' days I took my SP-1 and just stuck a XM-177 upper on it with the collapsible butt stock. Had to have it registered as a restricted rifle but it was a real attention getter in the 70's.
 
That's very risky with a high shelf lower, and just plain dumb with a low shelf lower. Most police officers don't have a huge background of knowledge on the AR/M16 - they may (possibly) know enough to be suspicious of the hole, but not enough to open it up and see the shelf and put the necessary facts together. Doing it with a low shelf lower is de facto making a full auto lower.

I definitely figured you would need to do it on a lower with the constricted ( for lack of a better term) back half , It took me a minute to realize what you meant by high shelf and low shelf. Not that I have seen a lot of AR lowers but did not know low shelf lowers existed as a factory available item to us public flunkies.
The kid wants an M16 , I explained he couldn't have one , He already hates Liberals, but I told him we could build a clone. I just happen to think if I am going to have to settle for a clone it should be a 5 dressed up as a 9 instead of a 3 dressed up as a 9.

thanks for your input, if I go ahead with this I think the final say should be a letter from the RCMP techs to cover my ass first.
 
Absolutely - and get it in writing just in case. Incidentally, the 3 position selector isn't a big deal, but some manufacturers have been told not to mark them and others haven't. As far as I know these guys will custom engrave anything that isn't copyrighted on your lower for you, - so if you wanted an engraving that says, for example C8 SFW - they'll do it. These are high shelf lowers - so you'll be safe either way.
