I would recommend keeping the non-restricted certificates for guns that are usually restricted, but for some reason are not. I know of one M1 carbine converted to pump-action which falls into this category, as an example. No point having it grabbed, then have to go through the hoops to get it back, along with all the new scratches and dings!
 
I suspect the safety minister will come out swinging with something like "Sure, you can have the data... But we're cutting off your entire transfer payments! After all, you did say you 'paid' for it, right?" :D
