It made sense at the time. There were millions of these things floating around the surplus market and could be picked up at your local surplus store for $6 by some accounts. They made the perfect rifle for people who wanted a rifle for hunting at a cheap price. They then customized them to their needs.
You'll notice a similar trend with SKSs, albeit less frequently because gun ownership in general has declined.
Don't get me wrong, I'm not defending the actions, just trying to provide some context for the period.
Something we really have to watch is what our Government seems to be doing. Our local RCMP chop up every single thing they can find, court order or no. Recently, they sent a 1915 London Small Arms SMLE with a near-perfect bore to the welding-shop to be cut across with the oxy-acetylene torch. No court order, either. Enough to make you bloody well CRY. Small wonder they don't shoot at our local range.
