I find timing is the key factor. If you can hit the rut you're going to do well. My wife had a late draw for all of November and I spent a bunch of days out on foot and didn't see a thing. Lots of fresh tracks, just not at the same time as me.
Looks like some of us had some good success though.
I find that the most important factor is choosing an area with a good moose population. I wait years to draw, and I hunt in December, but I don't have to deal with muskeg or flies. So far, that method has resulted in five moose for three days of hunting, and we drove the truck to within 50 feet of each moose.
