I certainly didn't have much to start with, just some hand me downs and work gear. But it cretainly got the job done. As a university student myslef, I have more than enough gear that I have collected over the past few years. I found the best way to do it, is just like the OP said, buy after the season and save some money.
Something that works for me. If you can't afford those nice big heavy winter camo coats and overalls. Buy a 'big' long-sleeve shirt and pants a few sizes to big, and put them on overtop of your regular work or winter clothing. Works like a charm!
