I like my T3 in 9.3x62, haven't had any experience with any others.
In spite of the " plastic " rifle critics they work very well and are really durable.
The Weatherby Vanguard line are very reasonable and they even have some package deals (scope, bases and rings)
Plus have a Guaranteed accuracy too with a factory shot target to compare .
But, your and his taste along with mine will differ.

Savage/Stevens has one of the better DM rifles at a reasonable cost, and good shooters, too.
Howa (also marketed as Weatherby Vanguard) is a really decent rifle.
Remington 788 is a great DM rifle for a newish/younger shooter, but they are getting harder to find since they haven't been made for about 25-30 years.
I have owned many bolt action rifles of various manufacture,with both floorplates and detachable mags,and I have never loaded the magazine of any of them from the top.I found it quicker to simply open the floorplate,and place the ammunition directly into the magazine.
