Importing 10 rd mags from California

What would happen if I bought some 10 round Cali compliant semi-auto pistol mags and flew back to Canada with them?

Alternatively, mailed them back
 
I am gonna guess here:
- fly back with them - TSA sees them in the X-ray of your luggage. Pulls it and you off the plane and hands you over to DHS;
- mail them back - CBSA sees it in an X-ray/opening of your package (since you would have an honest customs declaration on the package), and does a targeted delivery to your house. Doesn’t matter if they are legal, the way they are operating these days;
- or maybe nothing at all.
I don’t think it is worth the risk. There are plenty of handgun mags already in country; or buy some from an importer like IRG.

Magazines with a capacity of 16 rounds or less are controlled under 0A501.x;

List Based License Exceptions (See Part 740 for a description of all license exceptions)
LVS: $500 for 0A501.c, .d, and .x. $500 for 0A501.c, .d, .e, and .x if the ultimate destination is Canada.

Make sure the invoice is under $500 and that it clearly states on the Invoice that it is a 740.3 LVS exception

I would mail them back as the safest option and to avoid a full search as gun parts will raise some concerns. Another option is in the checked baggage but who knows if they bags will ever arrive back home.

So, an individual wanting to export these 10 round magazines would need to apply for and obtain an export license while in the US.
An individual could not just purchase the magazines and take them out of the US.

Yes you could. Just make sure it's under $500 and marked on the invoice that it applies for a 740.3 LVS Exception
 
I filled out a form over the weekend to request a BIS specialist to contact me about this. Was expecting long wait for a call. Received a call this afternoon BIS specialist confirmed 740.3 LVS exception. You do not require export license for magazine with capacity less than 16, and with value of less than $500.
