Does that apply to licensed exporters or private individuals?
Deemed Exports FAQs - Can I apply for an export license if I’m not a U.S. citizen?
Yes, however any applicant, whether a U.S. citizen or not, must be in the United States at the time a license application is submitted to BIS.
So, an individual wanting to export these 10 round magazines would need to apply for and obtain an export license while in the US.
An individual could not just purchase the magazines and take them out of the US.
they are still covered under ITAR
