I had not heard about the SIPES program. What is the status at this point in time? Cancelled?

I read an article in the paper this morning that Pakistan and India are actually shooting at each other at the small unit level along their border. Lots of work building concrete fortifications on the indian side, with no mention of what the pakistanis are doing to provoke or cause this. Indian soldiers admitted to shooting at anything that moved across the border after dark.

I wonder if tensions being high has caused the hurried acquisition process...
