1. Yes, Savage package rifles are sold by many retailers in Canada, including the bigger mail order operators such as S.I.R. and Wholesale Sports, (and probably Russells). I can't remember off the top of my head that there definitely are package rifles in .223, but I would be surprised if there aren't.) If those retailers don't normally keep them on hand, as long as Savage offers them I am sure they would be happy to order one for you, as would most gun shops.
2. The Stevens 200 is certainly available in .223 and amongst low priced bolt actions offered new, is probably the best value for money. Any shop that sells Savage probably has or can get Stevens rifles.
3. Look for used guns. They almost always sell for less than new and so long as they aren't worn out or abused, that's good value. Lots of them have nothing wrong with them, it's just they were bought by the kind of people who buy new toys because they can afford them and after trying them get bored or whatever, and sell them to buy something else. (Wonderful sort of people, I hope your studies lead you to become well off and you will be like that.)
