WK-180C blows the rest of what’s mentioned out of the water as intended and will cost less to boot. Outfitted with some sights/optic, mags, sling and a bit of ammo and you will be at the $1500 limit.
The T-97 ? Junk
SLR, Modern Sporter, X-95/Tavor, SL-8, etc.? All will all be out of your price range. If you find one of these in that price range, it is likely to have mechanical issues.
The Keltec RDB is in that price bracket, but imho pales next to the WK...and then you have to outfit it with accessories.
I would say the Swith & Wesson M&P Sport II.

For this kind of money, you can buy 2 of them, OR buy both the AR rifle AND a Smith&Wesson M&P 2.0 9mm pistol. Then, you need only a shotgun to have a full 3 gun kit....
Plus Wk180-C is made in Canada...
Wk180c or new 58x series mini 14.
The mini 14 is my one and only go to semi NR 223 now.

You will want to swap the rear sight for a tech site if youre into irons like me though. You can pick up like new used ones for around 800 if you look around.

More so depends on what platform (AR-style or bullpup) you want to run and be proficient with, have shot both the Kel-tec and WK, both great rifles, just depends on what your into, and how long you want to wait before buying one. There's still a pretty good wait for the WK
