OP is correct and you are not. Soft cases are perfectly legal for transporting restricteds as long as you can lock them.

The law requires a restricted firearm to be : unloaded, rendered inoperable with a secure locking device and locked inside another case that is "difficult to break into" which case law has been shown to say is anything which requires a tool of some kind to break open. I am very familiar with storage and transportation laws.this may be my first AR but it is not my first restricted firearm. Your comfort level may vary but there is nothing illegal about a locked soft case and many of the so called hard cases are just as easy to break into if not more so in fact many of the plastic pistol cases sold and used for legal transport can almost be broken into with your bare hands.

I also recommend voodoo tactical. I have a double rifle case that can also hold 2 pistols. I don't remember paying much over $100. Well worth the money
I personally prefer to transport restricted rifles in a light weight, inexpensive hard case. I also have a Pelican 1720, but it is just too heavy and bulky. But, to answer the OP's question: I own a Voodoo Tactical 2 rifle case that is lockable, has proven to be very durable and is quite affordable.
