If I my offer some thoughts.......
AR's in 308 are doing very well shooting the old style service rifle out to 600 yards/metres with 16.1" barrels.
Further, I know of those with training, shooting the KAC SR-25 (again an AR in 308 with a 16.1" barrel) to 800M and making reliable, effective first shot hits on steel.
I am going by memory, but I believe they were using Black hills 175ish grain and Federal Gold metal match ammo of the 168 ish grain variety
It is my understanding there after, you are making the transition from Sonic, to subsonic flight, and at that point it become more a matter of shooter skill than gear.
Now keep in mind this is a gas gun with a whole lot of moving parts, and a loss of some of the gas (and velocity) to operate the action.
With that in mind, I see no reason, as long as the action it bedded, and the barrel is properly free floated, why similar results could not be had/duplicated with a bolt action Rifle with a 16.5" barrel. I understand these short SPS's come with a 1-10 twist, so you my have success with the 175 grain SMK style bullets as well.
I got to be honest, and I am not crazy about that Houge stock. They are comfortable, and have an aluminum bedding block, but I have previously found that one need to be really aware of how much forward pressure one is putting on the stock/bipod as it was pretty easy to have the fore-end contact the barrel.
I have some ideas on how to proceed with a build, but for those that are curious, this is what it looks like out of the box:
