Yes, it is possible to have your 20" rifle accessable at all times. I should have said better accessable.
It is my understanding that the PDW will replace the handgun as well. When I talked to the guy, they really hadn't defined what the PDW was going to be, so any speculation as to a SMG or a AR type pistol would be just that...speculation.
This could be the end to the CFs oldest in-front line service weapon...the Inglis highpower. Made in 44 and 45, it likely will not get to see it's 70th birthday in DND service.
As to not outfitting the frontline soldiers, I would think one has to agree that things have got a lot better in the last few years. The squeeze of the Liberal budgets on procurements has ended for now. If the C7A2 project were to happen today, rather than in the early 2000s when it did, prhaps we would see more 16" barrels.
It wasn't that many years ago that the CF was going to operations with softskinned vehicles, modular tentage, and hard rations.
