CZ would be my choice
I would add Savage Mkii (BTVS), CZ 452, and 10/22 VLEH (or a nice heavy barrel).
If you want to try without heavy inversement. Savage mkII and vortex Diamondback tactical will get you started and on par with everyone else for production class.
If you enjoy it, you can upgrade later and move to open.
Exactly why production class is there. To get you started and enjoying it without gear being a major factor.

Do yourself a huge favour and take fljp2002s advice. Go on line and find the capped limits for production class as far as dollars. Both rifle and optics were increased this year. You will have zero regret with a CZ or a Tikka and the Vortex Diamondback tactical is the proven winner in the production class. Both Steve Barks and Tony Norman used this scope to place first and second and Scot Harrison also used this optic to place third. Kindah a no brainer there. Jump in and have a lot of fun. All will be willing to help and show you the ropes as well as lend equiptment to get you started down the correct path. Cheers and good shooting Chris
Do yourself a favour, if you like money stay in production, don’t touch anyone’s rifle and don’t even look at it. You have stumbled. Into a bottomless pit of what to buy next. I have shot against some guys with about 10000 into a rifle and they are amazing. Something about. Hitting a target at 425 off a barricade with a 15 lb rifle that balances perfectly and a scope that looks like it is 20 yards away and shows you six different mirage directions on the shot. But run, run as fast as you can lol. Yup that was the above person

If this was the 16" barrel version I would have bought one in a heart beat.
If you go with CZ , the viper will be fine since you will be in the open division anyway. In production only the diamondback and lower model are authorized.
Your rifle will most likely determine what do I you end up in.
^^^well done^^^ the cycling of the bolt gets sweeter the the more you shoot it - mine is butter smooth right now - you may see some wear spots on the bolt but that's perfectly okay ^^^ I like my Mark II that I may just purchase another one like I did with my 93r17
I just played with the mark ii in store, the bolt feels rough but will probably wear in over time, on the other hand the Tikka T1X is butter smooth and has a solid lockup straight out the box. One cost twice as much as the other.
it gets smoother over time - i have over 2,500 rounds through mine and it's very smooth all the roughness is gone
