Only if they're using 126mm mags in S_Is and original plastic basepads in Paras. The mags have to be in the gun when it goes in the box, and we don't have any exemptions for Modified. (And IPSC won't be giving us any)

Apples and Oranges. If someone was telling a wanna-shoot production shooter to shoot Standard to satisfy his needs, he was telling him to buy a more expensive gun, which was pretty ignorant. In this case, Open guns cost the same as Modified and are easier to get than Modified. While Nick M. could pull a pistol out of inventory and Omen could pick up $600 CZ and Norincos to get young shooters involved; Modified guns range in the $3K area. More than standard guns.
As a Match Director, adding a division is a nightmare. You have to consider all the extra class awards, division placing and categories. Did folks take note of the size of the awards table at last year's nationals?
If (and I hope no one is thinking this...) you're considering Modified as a division just so you can be the National Champion because none of the best in Production, Open or Standard shoot it, think again. 10 people would get it basic recognition at a nationals. It would need sustained attendance at the nationals and Provincials for a couple years before it got the ring or equivalent recognition to Open, Standard or Production. (Just like Standard and Production did as they were introduced) You should want this division for other reasons like the spirit of competition and the design of the guns or you're going to shoot in other countries that have a lot of competition in Modified, etc.
Note that we still don't have sustained attendance in Revolver, and we've been recognizing it on and off at nationals since 2000.

Very doubtful that this would grow anything. It has not grown in the other countries, it has simply "existed". The other divisions already encompass growth quite well. Note that at the last World Shoot; Modified had 49 Competitors, compared to Open at 290, Standard at 297 and Production at 205. The only division smaller was revolver at 25; Modified is a lot older division than Production.
Oh and there is a very slight rumor that modified is on the chopping block at the next rule book - especially if pressure for single stack division grows - we'll see in 2009.
I'm sorry, I don't mean to rain on anyone's parade, but before people start investing serious coin (with production, you were not investing so much and it was easily guaranteed a future) I want people to understand the playing field.
