My friend wants to know the answer to this question and I can't seem to find an answer. I'm inclined to think you cannot, but have no idea. Would this regulation vary by province?

Varies by province, there's a thread on this right now with a bunch of people arguing about the ethics of it.

IIRC from the thread, its gotta be .23 or bigger in Alberta.

Saskatchewan Hunters Guide says:
It is a violation to: hunt big game with a firearm or metal projectile of .23 calibre or less.

If you have to ask you do not have the expierience required to hunt big game with a small calibre.

Might be legal in your province but highly unadvisable

Although I disagree with the caliber restriction in general....in this case, you might have the right answer.

If someone doesn't even know the regs for hunting in their region, I highly doubt that they know what rounds to use for a deer when the cartridge is 22-250

Pretty good list with one omission hillmar2. In Labrador .22 centrefire with a muzzle energy of 1500 foot pounds, is okay for barrenground caribou. (22-250 meets this requirement)
