is this normal for a model 70?

Sure sounds to me like you've been unhappy with the poor finish on your particular rifle for some time and you're making yourself feel better by posting a tirade.
You can proclaim your brand loyalty all you like but at the end of the day it wouldn't matter if those marks were on a "Remchester" or a "Rugerby"... they look like hell.

As to your advice to the OP not to worry about the marks, he must ask himself, am I a "couch surfer" who expects a certain level of fit and finish from a 1500$ rifle or a "meat harvester" who is above such aesthetic nonsense?
Either way I'm sure the rifle shoots just fine.

That's how every Ruger looks. Laughing.
 
Always remember we have almost lost the model 70 multiple times due to difficulty of machining the action. Back then when it was designed they weren't to worried. Now a days guns r designed solely so a cnc machining center can spit out an action every 15 minutes or less.
 
These marks are common to varying degree and I don't pay much mind to them: The Model 70 is still my favourite centrefire rifle. I would spend an extra $50 to $100 to see perfect work. Most others won't, as proven by myriad quality rifles discontinued because consumers vote for cheap and cheesy far too often.

Save up. Spend the extra on quality and enjoy the ride.

Depends on what is cheap and cheesy to people, I've got one Axis Stainless in my collection and it doesn't have any tooling marks like that. The metal work and finish is actually nice.

My Ruger RPR that was 4 times the cost of the axis looks terrible in comparison but not as bad as that M70...so metal work finish doesn't have much to do with price/cheap/cheesy or so it seems.
 
My M70 EW also has machining marks....I couldn't care less if I tried my hardest though..... It did have a hanging bolt lug though,which bothered me (lower lug if I'm remembering coorectly). I sent it to Bill Leeper who also seemed surprised by it and promptly corrected the issue.

Feeding, extracting/ejecting and accuracy matter to me.... Some degree of Tool/machining marks I can live with....
