It is the clearance for the forward assist which is quite normal in some brands of lowers.
Its not counter bored as much as more material is removed for clearance. A number of brands do this.

Face palm yourself. If purposely done that way, than the business that put their name on it can explain why. And don't say clearance because M16 been out since the 50s and nobody had issues with tapping that FA.
There is no need for the clearance. The FA is well above and forward of the RE tower. This is very odd.
Your point? Is it forged or billet? Brand?
As I mentioned already not all are this way but some other billet brands are. No big deal.
Its for clearance to eliminate the FA pinch point. Personally I do not like this practice but I will not slam a site sponsor and their product for choosing to fabricate this way. Once the rifle is assembled nobody would even know unless a slick side was used.
