Kel-tech can't keep up with US demand, months and months of backorders on orders that are good to go without changes for domestic sale. To their credit they already did put a good deal of time and effort into (unsuccessfully) reworking things to be non-restricted in Canada. The final deal killer is the redesign regarding the break-down stock. The redesign that could be done was declared to be not a permanent fix for DOS export purposes. They can't redesign the whole receiver, particularly when they're selling every single one they can make, months ahead of time, in the USA.
They were actually ready to do an upgraded version (less plastic bits, more steel) for us before the DOS stopped issuing the permits.
