Giving a bear or any other animal a 'sporting chance' on the account of ethics seems weird to me. You're still killing an animal. If anything shooting a bear that's hibernating seems more humane then chasing it up a tree with dogs and shooting it or whatever.

Never heard of anyone not getting a tag in the draw though. Every time I apply I get one.

Folks with family ties to Sask are in a preferred pool, and their chances are still great. The way things are now for non connected non residents they might as well forget about it.
I heard they made that change. It's been a couple of years since I hunted out there. Next time I do it will likely be as a resident, to my wife's chagrin.
