There are actions with field tolerances and there are actions that are built to more Precision/benchrest tolerances.
Of the 3 you mention, I like the Surgeon the best having remington compatible components. I like the integrated rail and I generally like the fit and finish, but given the choice, I would choose a Barnard. It is a stout smooth action, I like the bolt release system and the options.
All the actions you mentioned very are good. No bad choices as far as I am concerned, but I think some of the Stillers are built with field tolerances. Not a problem at all, just different.
