Interesting issue with the bolt snapping off. I've been swapping between my 16" CL and 18" SS barrel a #### ton (sometimes a couple of times a range session when comparing) and haven't run across a problem yet. Mind you this in on a shooting bench with my two left thumbs so I always assumed it to be a decently designed system 
The included torque wrench seems to tighten the the bolts in well enough to hold. No sign of over torquing or stripping yet (I just checked to make sure).
Perhaps you ended up with a bad batch of bolts ? Either way, Questar will fix you back up in no time. Enjoy your new rifle!

They actually retain zero? I always thought that was a marketing ploy. I figured you would be a couple MOA out. Ya learn something new every day.
