I vote rifle. The firearm in this picture is an M84 Skorpion. It is classed by the CFC as a RIFLE due to the folding shoulder stock. Restricted of course due to barrel and overall length. Start your verification with folding stock and short barrel attached and you should end up at restricted rifle too.

That's very useful, thanks for posting. If they give me any flak about it being a pistol I will use the M84 as an example.

My barrel has arrived, although it is polished stainless and I ordered matt, but I can live with it, I think. So I have sent an email to the CFP asking if this rifle needs to be registered as restricted, and if so, what is the procedure. I included this photo (parts are loosely assembled to illustrate the proposed o/a length):

Oh, and my so called "budget" build is history. I now have a brand new Ruger stainless receiver/bolt and a lightly used Kidd single stage trigger. I think the budget just doubled.

Feb Update

After several e-mails back and forth with the Chief Firearms Technologist (CFT) of the Specialized Firearms Support Services division of the RCMP I submitted the paperwork today to register my "Pocket Rifle" as a pistol.

I was not able to find an unmodified rifle stock that was under 26" in order to register this as a restricted rifle, so the CET suggested that I acquire a commercially made Charger stock and register it as a pistol. This is the process that I have started, I have been issued an FRT number and a Verification number and have submitted the registration form.

Here it is as I submitted it to the CFT for FRT and verification:

Here is the stock it is in to retain the non-restricted status until the restricted registration is completed:

My understanding is that once it is registered as a pistol I can then install any stock (modified or not) so that this will be the final configuration:

I took it in its NR configuration to the range and was very impressed. It easily shot a 3/4" group at 25 yards and ran flawlessly on CCI Mini-Mag solids. Because of the Kidd single stage trigger with zero take up, very short travel and no overtravel, this thing will buzz through 10 rounds in what seems like 2 seconds. It is the fastest semi auto rate of fire I have ever achieved - this is going to be a fun range toy :)

You are absolutely right, I forgot to mention the CFT did warn be about that, but I am not too worried, I can't imagine that I would want to , but even if that happened I could reuse every part except the reciever on a rifle.
 
As mentioned previously, I couldn't find a rifle stock that would be restricted (they were all either NR or Prohib) so I registered the "Pocket Rifle" as a pistol. The verification process turned out to be fairly simple, I just had to fill out a form and email it with a few high resolution photos. After I was issued an FRT number the registration was pretty much the same as for a restricted transfer. Here is the e-mail I received regarding the verification, on Feb 23:

"Dear * *******,

Your correspondence has ben forwarded to me by our Chief Firearms Technologist. My unit is responsible to assist the Canadian Firearms Registry in the Registration process.

Your firearm is identified to the Firearms Reference Table (FRT) 152026-1, legal classification "RESTRICTED", verifier's information: **** ***** CFRFI-**. If you have a valid licence with appropriate privileges for this class of firearm you can register your firearm on line via the RCMP web site at:
http://www.grc.gc.ca/cfp-pcaf/online_en-ligne/reg_enr-eng.htm
or contact our Central Processing site at 1-800-731-4000.
