I had one built a couple years ago, a lefty 700 with a 24" mountain rifle contour barrel. One of the best decisions I've ever made.
Load up either 80 gr TTSX or 85 TSX and go hunting.
If you want to duplicate the. 250-3000, the .22-250 case is going to be your best choice, as the 250 part of its name is from its parent case the. 250 Savage aka. 250-3000 Savage. Unless you truly want a wildcat, why reinvent the wheel. Country me in for saying building a. 250 Savage or a .257 Roberts for a touch more zip with, little more recoil.
Both the mentioned 250 Savage and 257 Roberts would be an excellent choice for low recoil. The older I get, the more I like the "low recoil" feature of my 257R.
Another VG wildcat that fits very well in a short action and would exceed the 250 Savage would be the 25 Souper (25-08). Said to equal the 257R and brass would be everywhere.

I agree with the general consensus that a .250 savage makes the most sense for what you want. After all it is what you're looking to duplicate.
Of course I'd also think hard about a fast twist .22-250 and shoot 62 or 70 grain Barnes TSX and shoot all the same game and varmints I would with a .250 savage, but that is colored by my provinces hunting regulations.

Or just buy a savage 99 and call it a day.
I vote 250 savage as well.
Although what's your intended purpose? As Supercub mentioned, 243 is a good round too - tiny bit smaller diameter and a tad lighter bullets, but the additional speed makes up for those.
I say neck the 22-250 up to 25 cal,....make a new and exciting wildcat. Should work well....
Coyotes and deer and kids shooting. There's something appealing about using the 223 case and loading in bulk (for a reasonable price).
A Savage 99 would always be welcome.
That said a CZ 7.62x39 might fit the bill as well.

Advantage of the .25 is ability to handle heavier bullets than the .243 for deer sized game. I even shot a moose with one. That precludes selecting a barrel with fast enough twist. This was a drawback on some of the 250-300's. The 257 will handle up to .125Gr.

I just bought a CZ 527 in x39. Put a low variable 3200 on it. If it stops raining and I can find a few things ......might actually shoot it tomorrow.
More a 30/30 equivalent than a light flat trajectory like a 250-3000. Problem with the x39 is the inaccurate platform ( sks), not the caliber. It's the parent case for the 22ppc.....er ah.....220 Russian. I'm going to try my wife, a newbie shooter on it for bayonet distance blacktail.
