I picked up two "Enhanced" M&P 15-22s 12 days ago, along with a box of 22 spare mags (24 in total including the one that came with each rifle).
The mags and rifles had come directly from the Canadian importer 3 days before, and of the mags, the two that came with the rifles were unpinned 25 rounders, while 7 of the extras were pinned, and the rest were unpinned.
They had been pinned using a spring pin driven through a whole drilled in the mag body (one was done incorrectly, and was causing the spring to bind, and had to be epoxied and redone), and I was informed by the CFC when talking to them on the telephone to arrange the transfer and ATT, that I was expected to pin the rest of the mags myself as soon as I got home, or within a reasonable time thereafter, in order to comply with the current ruling.
When I enquired as to the legality of transporting unpinned mags, I was told that as long as I was intending to comply with the ruling, and pin them when I got home, I "should be OK if stopped and searched by the RCMP". Yea, right!
I would not rely on any dealer's interpretation of the current status of these mags, or that from the actual importer, as I was the one that brought this to the attention of both the dealer and through him, to the importer. The importer's response to my information was to say that the mags had been allowed into Canada unpinned, and as far as they were concerned, they were legal, despite my pointing them to the website giving the ruling in writing.
I am waiting for a response from a contact at the CFC before I have an unpinning party and rushing to the range to unload 600 rounds downrange.
