M14 Op-Rod is very uncomfortable

surplus army woodlands camo pants is what you are lacking. it just enhances the camo effect.

But to the original question, don't weld and if you cut, either mill it off or use a hand saw, not an abrasive blade.

I don't see the deal on it being a problem as is, I don't have a 305 but all the other iterations I do and for the tenth of a second my hand is in contact I see no reason to maim a gun.
 
The best practice when retracting the op rod on an M1 Garand, M14 or M1 Carbine is to keep the palm downwards. This eliminates a possibility of the op rod being lifted out of engagement from the bolt lug if the op rod handle is retracted with a palm upwards motion.
