I'm very late to this party and have a lot of reading to do but, basically, can you buy this receiver set, buy an M&P Sport II and just move over all the parts?

Half correct... you can't have a gun that can still be fired and under 26" still.26" overall length is only for rimfire and and manual-action centerfire. Semi-auto centerfire requires an 18.6" barrel to be non-restricted.
