This way, you can mount a pump action shotgun of any length to a non-restricted rifle and it would still be non-restricted as the whole thing would be over 28".

Laws are written to prohibit things, not to allow them- ie- if it isn't explicitly disallowed- it is allowed. Clear as mud?
This issue has come up here quite a few times and Armedsask's opinion is correct based on the laws as written and the CFC's current interpretation of them.
That said, I have yet to see pics on here of anyone rocking a made in Canada masterkey restricted or not.

spoke with the RCMP firearm forensics about it. the shotgun stays whatever it is along with the AR as restricted. AR is considered the stock, so you have a restricted stock attached to non-restricted gun. so for all intents and purposes, a quasi restricted shotgun.
