Canadian gun laws generally focus on small things being scary, such as 25 and 32 calibre handguns and handguns with barrels less than 106mm.

Our laws are based almost entirely on things that were found to look scary. There is no practicality or sense to be found, so don't try to look. If the corrections system could hang onto the people when they had them to take their pictures, we'd live in the safest country in the world. Almost zero serious crime is committed by first time offenders. You can only stop criminals by removing them from society, or removing them from the gene pool.
Brown Bears are the most dangerous thing on this continent that you can legally shoot, they don't wear armor, if you want to be taken the least bit seriously, and not treated like a troll, drop the armor penetration thing.
Any 22lr handgun, and most 9mm make good choices for a first handgun. Affordable ammunition is the biggest reason I say this. Ruger MKIII is my most used handgun, so you can't go wrong with one of those. Don't even look at other calibres until you are set up for reloading. Factory 45acp is $30/50 IF you can find it, reloading it costs me $17/100. Factory 44mag, runs upto $48/50, reloading costs me $22/100.
