I tried out 10 reloads of 7.62x54r with cheap Igman/SB brass. Aside from being nervous to pop the primers in (the went in with some force and a click noise), things went ok...

.. but my load of 42grns IMR4895 under Sierra .311 150grn sp spitzers was shooting about a 10" high at 100yards with sights set to 100. Dropping the sights as low as they go (just under the 100mark) and aiming about 6" low produced a lovely 4shot group, all touching, about 6" above the bullseye.

I could keep dropping the load until the two line up, but 42grns feels pretty mild as it is, though I don't have any reloading data to back that up.

It's an import marked, refinished, no collector value SIR Mosin so I'm not opposed to trying to file/raise the front sight.

A number of old military bolt action rifles shoot high as you describe.

The theory in those days was to fire at the enemy at 300 to 400 yards at which distance they were sighted in. At closer range, aim at the stomach or lower chest.

Just passing along what I have read . I was not there in person.

my LEE load manual list's 46.0gr of H4895 for a starting load and 49.5gr compressed being the max for 150gr bullet's, H4895 is a bit slower burning then IMR4895 but should be very close... i would bump up your load a few grain's and see if it start's to bring the arc down....

Does the front site on the mosin not adjust? I know with my M44 I got some crude 'tool' that I would presumably use to lower and raise the front site. Pretty sure they are just threaded pins no? Anyhow, that sounds like a HUGE difference to recover merely with new loads. I suspect the only way around this is with a front site adjustment, but, I was wrong once before ;)

.....oh hey i dident ask-you dident mention if you fired that ingman thru the rifle and if so what did it group like? i would suspect that ingman 7.62 would have came with 180gr soft point's like there .303b does and a decent load behind it... lighter bullet and a lighter powder charge can drastically change POI... i would offer to send you a couple of old 7.62x54r red/black tip milsurp round's to check the sight but i would have to dig to find em.... i took one appart once and they are sure packed full of extruded powder....

dont worry too much about that ingman brass... i'm on the 3rd go around with some of mine and aside from the primer pocket's not being very uniform i havent split any "yet".

I don't remember what the groupings, or even the shot placement, of the Igman was. I think it was also 150grn sp hunting ammo but I can check the box later if you like. The Hungarian heavy ball also shoots quite high on my Mosin, it's an 91/30 by the way, so it might be my gun. I'll give a few rounds of 174grn .311 a try and see what happens.
