I tried out 10 reloads of 7.62x54r with cheap Igman/SB brass. Aside from being nervous to pop the primers in (the went in with some force and a click noise), things went ok...
.. but my load of 42grns IMR4895 under Sierra .311 150grn sp spitzers was shooting about a 10" high at 100yards with sights set to 100. Dropping the sights as low as they go (just under the 100mark) and aiming about 6" low produced a lovely 4shot group, all touching, about 6" above the bullseye.
I could keep dropping the load until the two line up, but 42grns feels pretty mild as it is, though I don't have any reloading data to back that up.
It's an import marked, refinished, no collector value SIR Mosin so I'm not opposed to trying to file/raise the front sight.
