I live 15 kms north of Kingston and the crown land situation, at least within an hour or so drive is "almost" non-existent. There is tons of private, vacant land but it has been next to impossible to get any kind of permission to use. There are very few parcels where the owners will (rent) hunting time, but we lost the piece we were hunting a couple years back when another group came along and kept throwing money at the owner until they drastically "out bid" us. Most property in the area is hunted by the owners or uncles/nephews/cousins etc and you (and me) as "outsiders" are not overly welcome.
There is a ton of crown land in North Frontenac (north of Hwy 7, north of Kingston by about an hour) but it has many "well established" hunt camps. However, if you have an ATV and don't mind making it a bit of an adventure out of it you can get into thousands of acres of decent hunting land.
There just isn't anywhere "public" that you can hop in the car/truck after work and go out for an hour or so.
There is a gun club/range in Kingston (Frontenac Rifle and Pistol) but they have not been taking new members for the six years I have been living here. There is a waiting list to get on the waiting list IF they ever start taking new members. That leaves the closest (open) club that you can use in the Brockville area, approx a 1 hour drive from Kingston (they do offer a discount on the annual dues for members who live in Kingston, but still, a two hour round trip drive to do some shooting is not ideal).
You can fish "everywhere" and there are hundreds of back lakes, many with decent launches - so fishing is abundant, hunting not so much.
Are you in the military and posted to Kingston?
